A dipper well is the small basin of water next to a scoop-service ice cream or gelato cabinet, holding a scoop between customers so it doesn’t dry, warm, or pick up bacteria. Most operators assume “running water” is a fixed legal requirement. It’s close, but not exact, and the wording matters because it decides whether you need a plumber or can get by with an outlet instead.
This guide compares currently listed dipper wells against manufacturer spec sheets and the code text itself, not a hands-on test. What a dipper well actually has to do
The FDA Food Code, Section 3-304.12, covers where in-use utensils get stored between pauses in service. For moist foods like ice cream, it gives two compliant options, quoted directly from the 2022 text:
“(D) In running water of sufficient velocity to flush particulates to the drain, if used with moist food such as ice cream or mashed potatoes.”
“(F) In a container of water if the water is maintained at a temperature of at least 57C (135F) and the container is cleaned at a frequency specified under Subparagraph 4-602.11(D)(7).”
Most coverage stops at option (D) and calls it a hard requirement. It’s the named default for ice cream, but (F) is an equally valid alternative: a heated container, cleaned on a schedule, instead of continuous flow. What the code rules out everywhere is a bowl of plain, cold, standing water, which fails both (D) and (F) at once and is the exact setup inspectors flag.
Less discussed: Section 5-202.13’s air-gap and backflow-prevention rule applies to any plumbing fixture or equipment, a dipper well included, since a standing-water basin plumbed into the supply can siphon contaminated water back without a proper air gap. That’s why a plumbed well uses an air-gap drain rather than a straight connection, worth confirming with your installer.
How the rule varies by state and city
The FDA Food Code is a model, not federal law. States and cities adopt it with their own wording, and the differences are real even though the core rule holds everywhere:

The structure is identical: running water or a 135F container, never cold standing water. Cleaning frequency is where they diverge, and NYC’s 4-hour rule is noticeably stricter than California’s daily-or-as-needed language. That’s why “verify with your local health department” isn’t boilerplate here. Ask your AHJ which version your county adopted before assuming the federal text applies as written.

Search Amazon yourself and you’ll find unbranded “dipper well faucet sink” listings too, often under names like iVIGA or KooingTech, priced well under the branded picks above. None checked in that tier state any certification in the text or images. That doesn’t automatically mean they fail code, but you can’t verify compliance from the listing, and there’s no manufacturer to warranty-claim against if a part fails. Treat that tier as buyer-beware.
Why running-water wells waste more than most owners realize
A continuous-flow well left running through a shift isn’t a small drip. Widely cited figures put a single unit at 30 to 60 gallons an hour, roughly 260,000 gallons a year running 12 hours a day. A Las Vegas-area study of 2,453 dipper wells across 1,134 locations found they used 106.4 million gallons in one year, and the EPA’s WaterSense at Work program lists dipper wells as a recognized waste category. That’s the case for the heated alternative above: not a shortcut around code, but a compliant path that uses a fraction of the water. Confirm your local code first. Check with your health department before buying, since cleaning frequency changes what “compliant” means where you operate. Then measure your cabinet width and scoop count, using the 10-inch, 4-scoop pairing as a default unless your counter runs busier or smaller. Decide whether you have a water line at that spot: if so, a plumbed well from Nemco, Krowne, or T&S is simpler; if not, price a heated unit against adding plumbing rather than assuming the water line wins by default. Common questions
Do I legally need a running-water dipper well for an ice cream shop?
Not necessarily literally running water. The FDA Food Code names running water as the standard option for storing ice cream scoops between uses, and the state and city codes modeled on it (see the comparison table above) carry that same language. But the same code section also recognizes a heated container held at 135F or above, changed on a schedule, as an equally valid alternative. What is never allowed is cold, non-circulating standing water. Verify the exact local rule with your health department, since cleaning-frequency requirements genuinely differ by state and city.
Can I just use a bowl of water instead of buying a dipper well?
Only if that bowl is actively heated to 135F or above and changed on the schedule your local code requires, every 4 hours in New York City, roughly daily or 'as needed to preclude soil accumulation' under California's language. A bowl of room-temperature or melting-ice water is the standing-water setup that health codes across every jurisdiction we checked treat as a violation, because it fails both the running-water option and the heated-container option.
What size dipper well do I need?
10 inches is the most common size and is built to pair with roughly a 6-flavor, 5-gallon-tub dipping cabinet, holding about 4 scoops. Smaller 6-inch wells suit a very small counter with 2 to 3 scoops in rotation. Shops running 100-plus daily scoops or 200-plus desserts an hour should look at 13 to 20-inch wells with integrated faucets, which foodservice dealers stock in more configurations than Amazon does. Match the well to your cabinet width and scoop count, not to whichever size looks biggest.
Is a heated dipper well like the ConserveWell worth the extra cost over a plumbed one?
It is a real tradeoff, not a clear upgrade. You pay roughly three times what a basic plumbed well costs in exchange for skipping a water line and drain at that spot, plus a documented cut in water use that manufacturer figures put in the same range as independent estimates for continuous-flow wells. In exchange it needs a 120-volt outlet instead of plumbing, and utensils with liquid or gel-filled handles should not go inside it. The right call depends on whether you already have a water line at the scoop station or would have to add one.
