Do I Need a Three-Compartment Sink for a Coffee Cart?

Whether a coffee cart needs a three-compartment sink depends on local health code. The FDA baseline rule, real jurisdiction examples, and seven cart-sized picks.

There is no universal yes or no here, and any article that gives you one is guessing about your county. The honest answer: the FDA Food Code sets a baseline at section 4-301.12 requiring a sink with at least three compartments for manually washing, rinsing, and sanitizing equipment and utensils, most U.S. health departments adopt that model code with local amendments, and whether your specific cart falls under it or under an exception is decided by your local authority and by what you actually serve.

That is the part most coffee-cart content skips. Below is the baseline rule with its section number, two real jurisdictions’ real answers with sources you can open yourself, the alternatives that let some carts skip an on-board sink entirely, and the cart-sized sinks you can actually buy. Specs come from manufacturer pages and cross-corroborated listing data rather than hands-on testing. None of this is legal advice, and buying any sink here does not itself get you approved.

The baseline rule, and why it is only a baseline

The cleanest quotable version of the requirement comes from a state that adopts the model code near-verbatim. Ohio Administrative Code Rule 3717-1-04.2 reads: “a sink with at least three compartments is to be provided for manually washing, rinsing, and sanitizing equipment and utensils.” That mirrors FDA Food Code 4-301.12, which is the number other states and county crosswalk documents point to for the same provision.

The provision does not stand alone, though. It opens with an except-as-specified carve-out pointing at a numbered paragraph, and the model code allows alternative manual warewashing arrangements, including approved two-compartment substitutions, under specific conditions. That is a paraphrase, not a quote: our research corroborated the section number and the shape of the exception across state adoptions but could not extract the full verbatim exception language from FDA’s own document. On top of the model code’s carve-out, individual jurisdictions write mobile-food-specific exceptions. So the accurate framing is: three compartments is the default that a health department starts from, and getting out of it means fitting a defined exception that a health department signs off on, not deciding on your own that a small cart should not count.

Two other things travel with the rule. Compartment sizing was phrased near-identically in every state adoption we checked: each compartment has to be sized to submerge the largest item you wash. And the sink is specifically a warewashing sink, distinct from the handwash sink. Portsmouth’s guidance below puts that second point in operational terms.

Two real jurisdictions, two real answers

Portsmouth, New Hampshire publishes coffee-specific guidance, which is unusual and useful. Its position: “You must have a three bay sink to provide coffee for service to the public.” The exception it names is narrow and mechanical. A coffee vending machine that is professionally installed and hard-plumbed, or that uses single-use replaceable water tanks or clean-in-place equipment, is licensed under a different category (Prepack rather than Market), and the three-bay requirement does not follow it. The logic is consistent: no removable parts being manually filled and washed means no manual warewashing to provide a sink for.

The same page closes the substitution loophole in one line: do not fill coffee pots or wash coffee pots in a mop sink or a handsink.

The second pattern is the one most cart operators hear about secondhand. Mobile food facility guidance material, of the California county type, describes an exception for units selling only 100 percent pre-packaged foods, or brewed coffee and coffee dispensed from air pots, along with a short list of other items: boiled or steamed hot dogs, and tamales in inedible wrappers. A cart that pours pre-brewed coffee out of an airpot and never washes a utensil on board is the shape of operation that exception is written around.

Treat that second one carefully. The wording appears consistently across multiple independent secondary sources, but two attempts to read the primary county documents returned unreadable PDF content during our research, so we could not verify the exact current language directly. Do not build a cart around it on the strength of an article, including this one. Ask your county for the current text.

The practical distinction between the two patterns is worth internalizing: exceptions tend to hinge on whether anything gets manually washed on the cart. Steam milk in a reusable pitcher, knock out and rinse a portafilter, or handle any open food, and you are squarely in warewashing territory in most places. Pour from an airpot into a paper cup and hand it over, and you are in the category where an exception is at least plausible. Whether that structure is actually accepted for your cart is still your health department’s call, not a conclusion you can reach from a product page.

The commissary path, and the handwash sink you also need

There is a third option that does not involve a sink on the cart at all. California-style mobile food facility frameworks document an arrangement where all utensils and equipment are washed and sanitized daily at an approved commissary, a separately permitted facility that services carts and trucks, with the operator carrying enough spare utensils to swap in when something gets soiled during service. Plenty of small carts run this way rather than building in a three-compartment sink. This pattern also comes to us through secondary sources rather than a directly readable primary document, so confirm both availability and what qualifies as an approved commissary locally.

Separately, and this catches people: the handwashing sink is its own requirement. FDA Food Code 5-203.11 calls for at least one handwashing sink located for convenient use by employees in food preparation, dispensing, and warewashing areas. It is an additional fixture, not a compartment you can count. A cart can easily owe both a three-compartment warewash sink and a dedicated handwash sink, which is exactly the confusion behind the recurring question of how many sinks a cafe actually needs. What actually happens at the sink

Knowing the routine tells you how big the bowls need to be and what you will spend on consumables.

Scrape or pre-rinse first, before anything hits compartment one. Compartment one is wash: hot water, minimum around 110 degrees Fahrenheit, with detergent. Compartment two is rinse: clean potable water at roughly 110 degrees minimum, to flush detergent residue. Compartment three is sanitize, and here you pick a lane. Chemical sanitizer at the labeled concentration is the common choice, with widely cited working ranges around 50 to 100 ppm chlorine, about 200 ppm quaternary ammonium, or 12.5 to 25 ppm iodine. The controlling number is the one on your specific sanitizer’s label, not a generic range. The alternative is hot-water sanitizing at 171 degrees for at least 30 seconds, which needs a water heater most compact carts do not have, and that is the practical reason small cart operators nearly always run chemical sanitizer. Then everything air dries. Towel drying is not permitted.

Two things at the third compartment matter as much as the ppm number, and both are things an inspector can ask you to demonstrate on the spot. The first is verification. Mixing a bucket to a number you cannot measure proves nothing, so the expectation in most places is that a sanitizer test kit or test strips matched to the sanitizer chemical you actually run are on the cart, and that whoever is working the sink knows how to use them. Chlorine strips will not correctly read a quat solution and quat strips will not correctly read a chlorine solution, so the match matters as much as having strips at all. A missing or mismatched strip is a routinely cited item on 2026 inspection reports, and the training guidance behind that expectation cites FDA Food Code sections 4-501.114 and 7-204.11. The second is contact time. Items have to stay immersed in the sanitize compartment long enough for the sanitizer to do its work, and a dunk-and-pull pass does not count. The controlling number is the contact time printed on your specific sanitizer’s label, not a figure from an article. As a reference point, the ServSafe guidelines chart for chlorine, iodine, and quats puts chlorine contact at a minimum of 7 seconds, and the other chemistries carry their own separate times on that same chart. Both of these points vary by jurisdiction and by which code cycle your health department has adopted, so ask yours what it expects to see at the sink rather than assuming a national figure applies to you.

The sizing rule is where cart buyers over-buy. Compartments have to submerge the largest item you actually wash. In a restaurant kitchen that is a stockpot, which is why generic guides push 16 by 20 inch bowls. On an espresso cart the largest wash item is usually a steaming pitcher or a portafilter. Measure yours, then shop, because a 45-inch-wide sink you did not need is counter space you no longer have.

Self-contained, drop-in, or plumbed: pick the format first

The picks below split into three formats, and the format matters more than the brand.

Plumbed free-standing units are conventional commercial sinks on legs. They need a real water supply and drain, so they suit a cart parked in a fixed stall with utility hookups, a commissary bay, or a small trailer. Drop-in kits are hotel-pan-style basins you cut into your own counter, cheap and compact, but they assume you or a fabricator are building the water and drain run around them. Self-contained cabinet units carry their own fresh and waste tanks and a pump, so they need power but no plumbing hookup, which is the format that actually matches a roaming cart.

One material note that is not marketing noise: 304-grade stainless resists chlorine sanitizer corrosion meaningfully better than 430-grade over repeated daily sanitize cycles. One pick below is 430. It is the cheapest, and that is the trade.

This is the format most coffee carts actually need: fill the fresh tank, empty the waste tank, no water or drain connection required, and an integrated separate handwash faucet alongside the three compartments. Backflow and plumbing: what a sink purchase does not solve

Buying an NSF-certified sink does not address backflow prevention. FDA Food Code 5-203.14 requires the plumbing system to preclude backflow of contaminants into the water supply at each point of use, typically through an approved device or an air gap. On the plumbed picks above, that protection is a function of how your cart’s water system is built, not a feature of the basin, which makes it a licensed plumber and local authority question for whoever builds the cart.

On the self-contained cabinet unit, the manufacturer describes its pump as NSF approved and backflow protected. That is the manufacturer’s own claim. We did not confirm any specific ASSE product standard number for it, and the standards people often name in this context, ASSE 1022 for beverage-dispensing equipment backflow preventers and ASSE 1011 for hose-connection vacuum breakers, are separate and differently scoped. One 2026 change worth knowing about

Texas is consolidating mobile food unit permitting at the state level. Beginning July 1, 2026, mobile food vendors must be licensed with the Texas Department of State Health Services to operate a mobile food unit in the state, replacing a system where vendors licensed with each local health department whose jurisdiction they worked in. How to decide

Start with the phone call, not the cart. Describe your exact menu and setup to your health department and ask whether a three-compartment sink is required, whether any pre-packaged or airpot exception exists locally, and whether a commissary arrangement is accepted. That answer decides whether you are buying a sink at all.
